The Sun is the central heavenly body that created the various phases of Qi known as "Wu Xing" or commonly known as "5 Elements". From this perspective, Solar eclipse has effect on Bazi.
The waxing and waning of Earth Qi is caused by the eclliptic orbit of our Earth around the Sun. Our Earth has just past "Aphelion" on 4th July 2009 which is the point when the Earth is farthest from the Sun.
During a Solar eclipse, the moon is in between the Earth and the Sun. During the solar eclipse of 22nd July 2009 which is going to last more than 6 minutes in some part of the world, the prevailing Earth Qi is disturbed. It is only for the duration of the eclipse.
From Bazi perspective, this month is the month of "Wei" (Goat) which is strong in "Earth element". But during the duration of the solar eclipse, the prevailing Qi may not be predictable. That's all.
So the impact are:- (1) people born during the solar eclipse, their Bazi may be impossible to decode. There is nothing unfortunate or fortunate.
(2) Bazi practitioners cannot predict what is the prevailing Qi during the solar eclipse and therefore imposiible to make any prediction.
There are so many negative predictions about the solar eclipse. These are mainly ancient cultural or spiritual belief, not Bazi.

During the five thousand year period 2000 BCE to 3000 CE, planet Earth experiences 11,898 solar eclipses.
This works out to an average 2.4 eclipses each year. Actually, the number of solar eclipses in a single year can range from 2 to 5. Nearly 3/4 of the time there are 2 eclipses in a year. On the other hand, it is quite rare to have 5 solar eclipses in a single year.
